RACING ASSOCIATIONS ANNOUNCE TWO INCENTIVE PROGRAMS

The HBPA and BCTOBA are offering two programs to get money immediately in the hands of owners to help with some of the costs of spring training.  The associations realize the shutdown of training at Hastings Racecourse has been very costly to many owners during this worldwide health crisis.
 

To aid the owners they are offering  advance funding on the Wintering Program and horses that are eligible will receive $1750.00 in advance of the $3500.00 available.

Also to aid all of owners who are BC Residents a one time payment of $1000.00 is available to all horses that were in training and have to have shutdown for now.  Horses receiving the Wintering Program are not eligible for both programs.

Cristan will get you the money as soon as possible.  More later on the how we are going to get you the funding via mail or direct deposit or ?

INCENTIVE FOR PURCHASERS AT CTHS SPRING SALE
To Consignors and those people who bought horses in the CTHS Horses of Racing Age Sale.  Please be notified that those horses qualify for the 2020 Racing Season Postponement Program.  The racing associations have decided that both the consignor and the purchaser are eligible for $500.00 each.  Please contact Cristan Gossen and get a copy of the application form at cristan@bctoba.com.

CTHS (BC DIVISION) ANNOUNCE BROODMARE INCENTIVE PROGRAM


To All BC Breeders and Buyers of BC-breds


The CTHS BC Board of Directors is aware of the issues facing breeders and owners due to the COVID-19 pandemic and are working diligently to find ways of helping not only our members, but the industry as a whole. We have had discussions with representatives from both the Department of Agriculture and the Attorney General’s Office about reopening Hastings to training and financial aid for breeders who are facing very difficult decisions. This has been done with the full support of our Industry partners, the HBPA and BCTOBA, as well as our industry representative on the management committee, Glen Todd.  Their continued support makes what seems like an impossible task possible.

The first program is for immediate assistance to anyone who breeds to a registered BC sire. Our goal is to get the money in breeders’ hands ASAP.  We cannot wait for the Government to decide on assistance.  Breeding season will be over if we wait.  We are acting now so you can as well.
 

Some stallion farms have already reduced their fees for 2020 to help breeders. These discounts will not change the amount of funds available to the breeder.  Everyone will be eligible for the full $1,500.  This program will also take in mares already bred to BC sires.  It is retroactive to the start of the 2020 breeding season.

The second program is an existing program that we usually confirm closer to the sale. We have asked for government assistance for the sale, but want to make sure everyone knows that the $1,500 sales credit that was in place last year will once again be offered this year. Our goal is to see that the amount is increased, but until the government decides on assistance, we can only commit to $1,500.

Details of the two programs, which the CTHS BC is pleased to announce are as follows:


   2020 BREEDER INCENTIVE PROGRAM

        To be eligible you must be a BC resident.

  • To qualify for the program mares must be bred to a registered BC sire.

  • All mares will be eligible.

  • Breeders will receive:

    • $500 when a mare is booked and covered by a registered BC sire.

    • $1,000 when the mare is confirmed in foal by a veterinarian by ultrasound.

  • A letter of commitment to sell the resulting foal or foals in a sale conducted by the CTHS (BC Division) or race it in British Columbia must accompany the application for funds.

  • Breeders receiving funds under this program that do not sell the resulting foal agree that their foal’s papers will be retained by the race office at Hastings Racecourse until the end of the foal’s two-year-old race season.

  • Confirmation from the applicant breeder must be supplied to the CTHS (BC Division) for both stallion booking and last cover date, as well as in-foal status by the veterinarian.

  • Repayment of funds received under this program will release the papers.
     

       BC-BRED YEARLING PURCHASE INCENTIVE PROGRAM – 2020

  • Each purchaser of a BC-bred yearling at the CTHS (BC Division) 2020 Yearling & Mixed Sale will immediately receive a credit of up to $1,500 towards the purchase price, excluding applicable taxes.

  • The program will provide a credit for 50% of the purchase price of a BC-bred up to maximum benefit of $1,500.  The program will provide a minimum of $1,000 credit for any BC-bred selling in the 2020 CTHS (BC Division) Sale for $2,000 or less.  As further examples:  a horse selling for $2,500 will generate a credit of $1,250; a horse selling for $3,000 or more will receive the maximum $1,500.

  • In order to receive this credit, the buyer must commit to leaving the registration papers in the Hastings Race Office for the entirety of the 2021 Hastings Racing Season.

  • The registration papers will be released for the sole purpose of the horse running in a stake race in another jurisdiction, but for no other reason.  Immediately following the stake race the registration papers must be returned to the Hastings Race Office.

  • Repayment of all funds releases the papers to the owner at any time prior to the end of the 2021 Hastings Racing Season.

  • Buy backs are not eligible for this incentive.

  • To qualify the yearling must be a registered BC-bred who is sold to a third-party purchaser either at the time of the CTHS (BC Division) sale through the sales ring or by noon on the day following the sale.  All BC-bred yearlings sold after the sale, but before noon the following day will be eligible for the credit of up to $1,500 as long as the sale goes through and is confirmed by the CTHS (BC Division) sales office and appears on the official sales results sheet for publication.

WINTERING INCENTIVE PROGRAM FOR 

        LOWER LEVEL CLAIMING HORSES AT  HASTINGS
       
       2020 Program Rules                               

       THIS PROGRAM IS AVAILABLE TO BC RESIDENTS ONLY
 

  • The industry Associations, in recognition of the economic realities of wintering and training lower level claiming horses, have implemented a plan to provide an incentive of $3500 for horses that make their last start of 2019 at Hastings for a claiming price of $6,250 or less and make their first start in 2020 at Hastings at any level. 

  • A horse must not have started at any other track after the close of the 2019 Hastings season prior to making its first start of 2020 at Hastings. 

  • When that horse makes its first start at Hastings in 2020, $3,500 will be deposited to the account of the owner of record at the time of that first start.

  • The owner must undertake to leave the horse’s papers in the Hastings Race Office and to race the horse exclusively at Hastings Racecourse until September 1, 2020.

  • Repayment of all Wintering Incentive money received for the horse will release the papers. 

  • Horses that start elsewhere after making their final 2019 start at Hastings are not eligible for this incentive program. 

  • The Associations’ intention is to reward those horses committed to racing at Hastings; therefore, the incentive is available only for horses that made their last appearance at Hastings in 2019 for $6,250 or less and make their first start for 2020 at Hastings at any level. 

  • If a horse ran as a waivered horse in its last start at Hastings in 2019 in a claiming race for $6,250 or less, that horse is eligible for wintering money provided it meets the other program requirements.

        WEANLINGS OF 2019 PURCHASE PROGRAM

        Program Rules—2019/2020
 

  • To be eligible you must be a BC Resident.

  • Buyers who purchase a 2019 weanling at auction from September 12, 2019 to March 31, 2020 outside of British Columbia will receive 50% of the purchase price up to a maximum of $7,500 Canadian dollars.

  • Fillies will receive an additional $1,000 Canadian.

  • For the purposes of this program, Canadian and US dollars are considered at par, e.g., $15,000 US will generate a payment of $7,500 Canadian.

  • The monies will be payable upon the purchaser making application to the Canadian Thoroughbred Horse Society (BC Division).

  • Application must be made by June 1, 2020

  • A letter of commitment to sell the horse in a yearling sale conducted by the CTHS (BC Div.),in 2020 or race it in British Columbia, must accompany the application.

  • Purchasers receiving funds under this program agree that their horse’s papers will be retained by the Race office at Hastings Racecourse until the end of the 2021 racing season if they do not sell it.

  • Repayment of funds received under this program will release the papers.

  • This program only applies to purchases made at public auctions outside th   province of British Columbia.
    Please Note: Payment for any mare purchased in this program will be paid on or about February 2nd 2020

      BROODMARE PURCHASE PROGRAM FOR 2019/20
      Program Rules-2019/2020

 

  • To be eligible you must be a BC Resident.

  • For the purposes of this program, Canadian and US dollars are considered at par, e.g., $10,000 US will generate a payment of $5,000 Canadian.

  • Buyers of a broodmare in foal at an auction outside of British Columbia from August 1st, 2019 through March 31st, 2020- are eligible to receive 50% of the purchase price up to a maximum of $10,000 Canadian for a purchase of $20,000 or more.  As a further example, a broodmare in foal that is bought for $7,000 is eligible for a $3,500 Canadian incentive payment

  • The monies will be payable upon the purchaser making application to the Canadian Thoroughbred Horse Society (BC Division).  A letter of commitment to foal the mare in British Columbia, sell the resulting foal in a sale conducted by the CTHS (BC Div.) in 2021-22, or race the resulting foal in British Columbia is required.

  • Application must be made by June 1, 2020.

  • This program only applies to purchases made at public auctions outside of the province of British Columbia.  Mares purchased in Alberta and Washington are not eligible.

  • Horses foaled in British Columbia are not eligible for this program.
    Please: Payments for any Purchase in this program prior to February 2nd, 2020 will be paid on or about February 2nd. 2020


    FRESH HORSE PROGRAM 2019/2020
    A Program for Horses That Have Previously Started Elsewhere in 2019-2020
     

  • A guaranteed $2000 bonus for any horse’s first start at Hastings Racecourse whose previous start was made outside of British Columbia.

  •  Horses that raced or were stabled previously at Hastings Racecourse are not eligible.

  • An additional $1000 Bonus after the horse’s second start (same conditions as above).

  • An additional $1000 after the horse’s third start (same conditions as above) for a maximum value of $4,000 under this program.

  • In addition, up to $1,000 will be paid to defray actual shipping costs for horses that are on the grounds with their papers in the office by May 1, 2020.

  • Allowance and Stakes races are excluded from this program.

  • All horses must have started for $4,000 or more in their last three starts to qualify.  If a horse has not started three times, then all of its lifetime starts must be for $4,000 or more.

  • First-time starters and horses participating in the Yearling Purchase Programs do not qualify for the Fresh Horse Program

  • Application must be made to the Horsemen’s Bookkeeper (Cristan Gossen) or the Racing Secretary (Nichelle Milner) upon arrival at Hastings Racecourse to establish eligibility.

  • Application must be made by June 1, 2020.

  • Purchasers agree that the registration papers will remain in the Hastings Racecourse racing office for the entire 2020 season unless shipping elsewhere to participate in a stakes race.  Repayment of funds received from this program will release the papers.

  • Horses who are otherwise eligible for this program but do not meet the claiming price requirement are eligible to receive $1,000 upon their first start at Hastings in 2020. If an otherwise eligible horse (eligible except for meeting the claiming price requirement) is brought to Hastings by a BC resident and is 100% BC owned, that horse will be eligible to receive a further $1,000 for a total of $2,000 upon its first start at Hastings.

  • Horses must arrive at Hastings Racecourse on or before June 1, 2020 and start by July 1, 2020 to be eligible.

  • Horses who have made their previous start in Washington or Oregon are not eligible.
